A total of 13 alleged cartel associates are to be brought to the United States. Two of those men, Edgar Valdez Villarreal and Jean Baptiste Kingery were brought to Tucson on Wednesday. Villarreal is a leader in the Beltran Leyva drug cartel known as la Barbie. Kingery is accused of making grenades and IED’s for the Sinaloa Cartel.

We spoke to the daughter of Jean Baptiste Kingery, she wants her identity hidden, she was living with him in Mexico for two years until the day he was arrested. She says that she feels he is innocent and that he was a great father, “When they came and raided our house they found nothing….He was really good with our school he would always be there.” She says that during her time living with him she never saw anything suspicious and feels that this may be a result of foul play from the Mexican authorities, “They came at him without a warrant and there was almost a gun fight between the under cover police and the city police because they wouldn’t identify themselves.” She goes on to say that even one of the city police officers was trying to keep Kingery out of custody because he thought he was a great man but was not able to. Kingery was scheduled to appear in Arizona District Court on Thursday.

Also extradited were Luis Umberto Hernandez Celis, Jorge Costilla-Sanchez, Carlos Montemayor, Alberto Nunez-Payan, Ricardo Valles de la Rosa, Aureliano Montoya-Pena and Julio Cesar Valenzuela-Elizalde.

It’s a change consumers will have to get used to.

October 1st marks the credit car320x180_51001B00-ZKZMGd companies’ deadline for EMV cards…Otherwise known as ‘chip and pin’ cards.

Starting Thursday, businesses will be held liable for any fraudulent transactions if they cannot process EMV chip cards in their stores.

However, according to a recent CreditCards.com survey, 60% of consumers around the country have not received these chip-enabled cards and many businesses still don’t have chip card readers in time for the deadline.

Most shoppers we saw out and about Thursday in a Yuma Walmart, were still swiping their credit cards, but the consumers we talked to said they are happy about the change.

The new cards feature a small, metallic microchip on the front.

The chip-embedded cards are supposed to be more secure and make it harder for hackers to steal your personal information.

That’s because each time a chip-enabled card is ‘dipped’, it creates a unique transaction code that cannot be copied.

However, the Better Business Bureau of Yuma warns consumers to still be careful.

They say you still need to be cautious when shopping online because the new chip will not protect the information you enter on a website.

If you haven’t received a chip-enabled card yet, the BBB says you can contact your bank or credit card company to get new chip-enabled cards mailed to you.

They say most consumers should have chip-enabled cards by the end of the year.

YUMA, Ariz. – The Marine Corps says there is enough evidence to bring Lance Corporal Jared Cardwell to military trial. Cardwell is charged with murder, and a charge of negligence in the death of his 22-month old daughter Celine Matus. Matus was found dead on base at MCAS Yuma on May 19th, Cardwell was arrested three days later.

“I just want to ask him why, ask him why he did,” Alba Matus, Celine’s Paternal Grandmother said.

The decision to bring Cardwell to military court, otherwise known as a court martial, comes after a preliminary hearing which was held at MCAS Miramar in San Diego September 14th.

In that initial hearing evidence from both sides was presented, the cause of death was also determined. Dr. Gregory Hess out of Pima County performed the autopsy. Hess testified the toddler died from blunt force trauma to the head. He also added there were bruises all over her body, and chemical burns on her face.

The doctor who treated Celine at YRMC says he believes Celine had been dead for up to 12 hours before receiving any sort of medical attention.

 

The Marine Corps says Cardwell should be in court within the next three months.

The marine corps says should Cardwell be found innocent, his life will return to normal.  “If he is found guilty, then he could spend the rest of his life in a military brig,” Colonel Daren Margolin, a staff Judge Advocate said.

The family says the decision to bring Cardwell to Court Martial, is a small victory for them and Celine.

“I have been fighting and fighting for justice, and it feels like now I am finally being heard,” Matus said.

Cardwell has not entered a plea.

ROSEBURG, Ore. (AP) – A federal agency says the gunman who killed nine people at an Oregon community college had body armor and was armed with three pistols, a rifle and five additional magazines.

The Bureau of Alcohol, Tobacco, Firearms and Explosives provided the information late Thursday in an incident report obtained by The Associated Press. The guns included a 9 mm Glock pistol and .40-caliber Smith & Wesson, both traced to the suspect.

He also had a .40-caliber Taurus pistol traced to someone in Portland and a .556-caliber Del-Ton.

The shooting, Thursday, at Umpqua Community College also wounded seven. Officials identified the killer as Chris Harper Mercer. He died after a shootout with police.

He isn’t believed to have a criminal history. Investigators believe he may have been a student there because a receipt found at the scene showed he purchased textbooks from the campus bookstore two days before the shooting.

Social media profiles linked to Mercer suggested he was fascinated by the Irish Republican Army (IRA), frustrated by traditional
organized religion and tracked other mass shootings.

There didn’t seem to be many recent connections on the social media sites linked to Mercer, with his MySpace page just showing two friends. He appeared to have at least one online dating profile.

On a torrents streaming site and blog that appeared to belong to Mercer, posts referenced multiple shootings and downloads included several horror films and a documentary on a mass shooting at Sandy Hook Elementary School in Newtown, Connecticut.

A blog post urged readers to watch the online footage of Vester Flanagan shooting two former colleagues on live TV in Virginia, while another lamented materialism as preventing spiritual development.

A MySpace page that appeared to belong to Mercer included several photos and graphics of the IRA as well as a picture of Mercer
holding a rifle.

ROSEBURG, Ore. (AP) – A student at the Oregon community college where a mass shooting occurred says the gunman shot her teacher and asked others in her classroom about their religion before spraying more bullets.

Eighteen-year-old Kortney Moore of Rogue River tells the Roseburg News-Review newspaper that she was in a writing class at Umpqua (UHMP’-kwah) Community College in Roseburg on Thursday when a shot came through a window.

The gunman entered her classroom and told people to get on the ground.

Moore says the man started asking people to stand up and state their religion and then opened fire.

The shooting left 13 people dead and at least 20 injured.

Douglas County Sheriff John Hanlin says authorities responded and exchanged gunfire with the man. He says the shooter died at the scene, but he didn’t say whether the man killed himself or was shot by police.

ROSEBURG, Ore. (AP) – Douglas County Sheriff John Hanlin says the 20-year-old shooter is dead.

At least seven people are confirmed dead and 20 injured today in a shooting at a community college.

The shooting happened at Umpqua Community College in Roseburg, about 180 miles south of Portland. The local fire district advised people via Twitter to stay away from the school. It later tweeted that there were “multiple casualties,” but didn’t elaborate.

A state police lieutenant told KATU-TV that seven to 10 people were dead and at least 20 others were injured. A photographer for the Roseburg News-Review newspaper said he saw people being loaded into multiple ambulances and taken to the local hospital.

Umpqua Community College has about 3,000 students.

YUMA, Ariz. – Arizona is top three worst in the nation for teachers, as shown in a study released by wallethub.com. Analysts considered salaries, retention, student to teacher ratio and public school spending. Based on these factors Ariona ranked 49 out of 51 states. Yuma Union High School District officials are not surprised.

“The salary is one of the number one indicators as far as people leaving our district last year,” said Scott Sheldon, Executive Director of Human Resources with YUSHD. Sheldon says 60% of teachers left because of low wages, putting a further strain on students as class sizes increase. Another contributing factor is less people are training to become educators. To combat the growing problem, local school officials suggest tapping into state schools.

“We’re trying to partner with some colleges to try to keep our talent here,” said Sheldon. The high turn around puts pressure on the school district as they continuously train teachers who leave, starting the process over again each time. This forces the district to rely on long-term substitute teachers.

But Sheldon says an advantage to teaching in a lesser competitive field is the opportunity to develop leadership with staff support.

The Arizona Department of Education released a report highlighting the state faces a crisis of teacher shortage, retention and recruiting. They also cited difficulty in finding teachers specifically for math, science, special education and kindergarten.

Border Patrol says, last month they saw a 130 percent increase in the number of families stopped, as well as a 170% increase in the number of unaccompanied children.

Most of the those caught were from Guatemala followed by Honduras, El Salvador and Mexico respectively.  Agents say to try and combat the recent spike they launched a campaign called “Conozca los hechos”. The 30 second radio and TV ads warn people of the dangers of crossing.

The White House says they are aware of the recent spike in illegal immigration and call it a “surprising uptick”.

SAN LUIS, Mexico – The Mayor of San Luis, Mexico has confirmed Police Chief Francisco Vazquez Bustamante died after being shot multiple times last Monday. According to Mayor Enrique Reina, Bustamante died Thursday morning.

Bustamente was shot several times last week in San Luis, Mexico. He was taken to a local medical center before he was taken to Yuma Regional Medical Center. He was then flown to a hospital in Phoenix.

So far no suspects have been arrested.

No word on the motive behind the shooting.

The shooting happened a day before Vazquez was to end his term as Police Chief of San Luis.

It was also a day before Reina took over as Mayor.

WASHINGTON (AP) – More than 2,000 men and women who are studying to become Roman Catholic priests and nuns are gathered inside the nation’s largest Catholic church.

The pope is there to celebrate a Mass outside the Basilica of the National Shrine of the Immaculate Conception, where he will elevate an 18th-century Franciscan friar to sainthood. The canonization Mass is the first in the United States.

The seminarians and novices are from around the U.S. and were invited to attend the Mass.

Thirty-one-year-old Patrick Finn of Bath, Maine, is studying for the priesthood at St. John’s Seminary in Boston. He says, “It’s pretty amazing, just getting a chance to be with the Holy Father. He’s such a people person and an amazing representative of the church.”

UPDATE: Monday, September 22  – 2 p.m.

WASHINGTON (AP) – Pope Francis has been greeted warmly and officially to the United States.

Crowds at Andrews Air Force Base in suburban Maryland cheered as the pope’s plane touched down. Francis emerged to thunderous cheers, taking off his white cap as he descended the stairs

Later, Francis emerged from the airport terminal along with President Barack Obama and first lady Michelle Obama. The president waved to the crowds as he accompanied his wife and daughters to the red carpet at the front of the plane.

Francis left the base in a Fiat subcompact instead of a limousine. He promptly rolled the windows down, allowing him to look out and smile at the watching crowds.

Outside the terminal, many in the crowd cheered a jubilant, “Ho, Ho, Hey, Hey, Welcome to the USA.”

YUMA, Ariz.– During the Republican Presidential debate Dr. Ben Carson mentions Yuma County one of the most effective border areas in controlling illegal immigrants from coming into the United States.

“Yuma County they stop 97 percent of the illegal immigration through there,” said Ben Carson during the debate.

Securing the border has been a long road for Yuma Sector Border Patrol and other law enforcement agencies.  At one point Yuma County was the busiest illegal border crossing in the nation.  In 2005, more than 140,000 people were crossing the border illegally.  By fiscal year 2014, Border Patrol statistics show the number of arrests have reduced to 5,500.  It’s attributed to many factors including Operation Streamline, a program that was started in December 2006, that prosecutes every criminal offender caught committing any type of illegal activity. Law enforcement also say the reduction in arrests are attributed to more fencing, specialized technology, cameras, and man power.

Yuma County Sheriff Leon Wilmot remains vigilant in his attempt to continue to keep the county safe.  Wilmot said with the high number of illegal immigrants crossing the border the crime also increased dramatically.  Operation Streamline was one way to ensure all criminals were prosecuted according to the law until the Attorney General decided not to prosecute some federal offenses like first-time illegal crossing.  In order to continue to keep Yuma County’s crime at a minimum Wilmot deputized some federal agents to ensure all crimes were punishable on a state level.

Ariz. – Wednesday night was the 2nd GOP national debate, this time on CNN. The 11 top polling candidates were together on the same stage to discuss various hot topic issues for the main broadcast, the lower four polling candidates had an early debate.

We spoke to many residents in Yuma who had very diverse opinions about who they would like to see in the white house. Resident Kristina Owens says “I think it’s a big circus”. With Yuma being close to the Mexican border immigration was a topic several residents were very passionate about. Resident Claudia Sanders says “I’m Mexican i feel yes people come to this country but they need to do it the right way the legal way”.  The republican front runner Donald Trump has sparked outrage across the country due to his views on immigration, evening sparking protests just before the debate. When asking residents about Donald Trump many were not supportive of him, “He went to one of the greatest colleges ,universities actually but i think he’s a complete idiot” says Sanders and Owens says I think he’d be good if he manages his temper.”  And several residents want to encourage everyone no matter who they support to go out and vote.
